
Programs
CAUL undertakes programs of work in defined areas of practice that are of strategic importance to Members.
The programs are sometimes referred to as ‘strategic enabling programs’ because they focus on enabling Member institutions’ work in key areas. They are undertaken over a three-year period and are defined in CAUL’s strategy.
CAUL’s programs for 2023 to 2025 are the:
- Open Access Program
- Open Educational Resources Program
- From Decolonisation to Indigenisation Program.
The programs are coordinated by the Director, Strategy & Analytics, who works with the CEO and the Board to define and deliver work programs.
Within the programs, CAUL undertakes projects, engages in advocacy, and delivers events and learning opportunities.

From Decolonisation to Indigenisation
University libraries recognise the importance Indigenous knowledge plays in the cultural landscape and are striving to counteract the legacy of colonialism. This program builds on the work undertaken under the Respecting Indigenous Knowledges Program from 2020 to 2022.

Open Access Program
The Open Access Program continues CAUL’s contribution to discouurse about transformaing scholarly communication practice and infrastructure for scholarly communications. It complements and extends the open access procurement work undertaken by the CAUL Procurement Service, with a broader focus on policy and practice to enable sustainable approaches to open access.

Open Educational Resources Program
The program’s primary focus is the Open Educational Resources Collective, a service designed to enable open educational resource publishing in university libraries. This program builds on the work undertaken under the Enabling a Modern Curriculum Program from 2020 to 2022.
Past Programs
Since 2017, CAUL’s approach to strategic planning has focused on identifying themes or issues of national importance to guide its activities in alignment with the association’s objectives. These themes formed CAUL’s strategic programs.

Advancing Open Scholarship Program
The Advancing Open Scholarship program encompassed various initiatives, including advocacy work and projects designed to advance the open agenda through bodies of work with practical outcomes. The program built on CAUL’s earlier FAIR, Affordable, and Open Access to Knowledge program. It was succeeded by the Open Access Program (2023-2025).

Building Sustainable Leadership
The Building Sustainable Leadership Program emerged in 2021 as a refined focus of CAUL’s strategic work on sustainability. It developed as a response to a CAUL Council discussion that highlighted a need to build leadership capability and capacity within CAUL Member institutions, particularly the development of key attributes, including resilience, emotional intelligence, creativity, and problem-solving.

Digital Dexterity Program
The Digital Dexterity Program focused on equipping library staff and others with a range of capabilities, skills and higher order knowledge essential for success in education, the workforce and life in the digital world.

Enabling a Modern Curriculum
Through the Enabling a Modern Curriculum Program, CAUL prioritised library clients’ needs and promoted the success and career readiness of current and future university students and graduates.

FAIR, Affordable and Open Access to Knowledge
This program led collaboration between libraries, funders, policymakers and others to ensure support for FAIR (Findable, Accessible, Interoperable, Reusable) scholarly practices in disseminating knowledge, facilitating scientific discovery and underpinning research integrity.

Respecting Indigenous Knowledge
In 2020 the CAUL strategy articulated a need to develop a cohesive strategic approach to Indigenous knowledges in university libraries. In response, the Respecting Indigenous Knowledge Program aimed to embed a culture of respect, responsibility and reciprocity in how libraries work with Indigenous communities.Â
