The CAUL FTE data and bands provide standardised full-time equivalent (FTE) figures used for licensing and pricing digital scholarly content across CAUL Consortium member institutions. This data ensures consistency and fairness in content procurement negotiations.
What are CAUL FTEs?
CAUL FTEs represent the total number of authorised users at each institution, including:
- domestic students
- overseas students studying onshore
- overseas students studying offshore.
These figures encompass all users entitled to access subscribed scholarly content, regardless of their physical location.
What are CAUL FTE bands?
Institutions are categorised into FTE bands based on their total FTE count. These bands facilitate equitable pricing models across the Consortium.
Other FTEs
For discipline-specific content, additional FTE data is available at:
- broad discipline level
- narrow discipline level
- course level.
FTEs at the these levels are available to inform pricing models for discipline-specific content. These data for Australia and New Zealand are available upon request.

Data sources
Official FTE figures are sourced annually from:
- the Australian Government Department of Education
- the New Zealand Ministry of Education via EducationCounts.govt.nz
Data currency
Due to the timing of data releases, the most recent available FTE data is typically two years old. For example, 2023 FTE figures were used for negotiations in 2025 for the 2026 subscription year.
FTE data is also available via ConsortiaManager.
Vendor obligations
All consortium vendors must use the CAUL-defined FTE bands for pricing. Standardised bands ensure consistency and fairness in licensing agreements across all participating institutions.
